I say that Death Note is dramatic as in cliff hanger and edge-of-seat drama.
Elfen Lied is emotional drama, as is Evangelion.
As many others have said xD
And I think there's another, but I cannot for the life of me remember.

I watched Evangelion thinking action but what I saw was much more soap opera like. As far as genre I guess I would still say it should be in the Action category rather than the Drama category. Or am I just way off with what we are talking about here.

sidenote: I never saw the Death Note anime, but the manga is pretty dramatic.

IMO, the Death Note anime is like the manga in many ways with more dramatic music and dramatic, drawn out action added to it. (Though I prefer the manga myself.) Lol.

I'll go with the all the series based on Clannad. You know, Clannad, Clannad~Afterstory~, Clannad movie, etc. Didn't check to see if anyone else said it.

From the little I remember, Kanon was really dramatic.

Nogizaka Haruka no Himitsu was dramatic at times, even though it seems to be primarily comedy.

Cowboy Bebop was dramatic at times.

Fruits Basket, definitely.

And that's all that's coming to mind.

How about Saishū Heiki Kanojo AKA Saikano? First love, lonely people, missed connections, death, mass destruction and the end of the world. I think that's top of the drama list for me mostly because the end made me cry. And I am not usually a movie crier.
