You could use the Chidori to steal another one million dollars. So, I'd go with being able to use the Chidori once.

Money is more important then a fake attack. Also only once? One one million dollars to a one chidori im sure most will pick the money. It has more meaning. And there are gloves out there that has electronic's in it. So in a way you can use maybe 200$ of the million to buy the glove that way you'll have both but if not, stick with the mony.
