step 1. write it out as a story (i.e. book)

pass it around to some friends etc. and if they say it does not suck

step 2. write it out as a script

pass it around to some people who can read scripts, and friends. again if it does not suck

step 3. write it out as a storyboard.

pass it around and if it does not suck present all 3 to a publisher/movie house....

step 4. take the rejection with good spirits and a enjoy a nice measure of the afore mentioned to drown your sorrows :p

99% of what they get in is thrown out by the bottom rung (proof readers) after the first few chapters

That's a good way to never see it again. If you can draw it you need to find an artist who can.
