Are you currently in Japan? Perhaps one needs to have a Japanese IP address to access that site. Certainly would make sense to me in you can't access it outside the country....

All I know about that place is: at least one forum member here has that channel as their location and the other is the film and tv series でんしゃおとこ.

I used to use 2ch in the late 1990s and early 2000s. It lead to the banning off all non-Japanese IPs and later gave moot the idea to start 4chan. I think I've been back to 2ch like twice in the last decade. No real interest for me.
