My theory is that they train and use super-fast ninjas to changethe bulbs. That way nobody would notice. Also, have you ever seen a picture of Japan with a burnt-out light?! Mighty suspicious.

Now that you mention it, no I haven't. From now on though I will have my eyes out for those ninjas. When I find a burnt out light, I am setting up a stake out. But I need to purchase a camera that can take high speed photos in low light settings b/c surely they strike at night.
