Hello I'm going to go study abroad soon to Japan. and i'm wanting to meet friends online that i'll meet in person next summer. Mostly girls but hey i can possibly get along with guys too.

O.o Not only that..But from what i've noticed, only a few of the Japanese posters bother venturing outside of the "japanese writing only" section. That or they don't feel like dealing with the constant begging of 'teach me" and "wtb Japanese friends"

You know, there are sites that are dedicated for this purpose.. you only have to PAY for it.

As far as I know, Japanese girls are not that fond of the idea of meeting foreigners online.

The way you posted that "request" made it sound like you are a perv who want to take advantage of girls that you meet up with.....
