It would be fine to visit even today, Kyoto is unaffected, Tokyo is a little different but by no means dangerous, if anything in need of the tourism.

Unless things actually get considerably worse, like, on a huge scale, then it might be a good idea to only visit Kyoto.

Everyone I know here who regularly goes to Tokyo still does so, with a small story to tell about some quirk, but nothing bad.
