But... I'm still curious O__O What if there are rain storms and whatnot and it rains for days on end?! Do they have some sort of underground party thing?

yea mainly cuz

1. they have to walk a lot
2. subways and buses get really messy
3. makes shopping annoying
4. makes goin out annoying


Taxi cabs love it tho =P

Well if I was a Lolita while it was raining I would probably just wear normal clothes and go shopping or stay home and watch a movie. Orrr, carry an umbrella with me, go to some shop, then go out when the rain stops ^^
