Is this okay to wear to a Lolita Picnic?
 
I can't afford a decent lolita outfit. So I threw together one from stuff I had around the house.

I wasn't very photogenic that day, so I only took one picture:



Also, what should I do with my hair?
I have alot of hair excessories, but they're all for more decora-ish hair styles. I have no idea how to do it to suit the lolita look.

I'd say it'd be okay. Just watch out for people who are Brand obsessed! XD
And about your hair-- you could buy/make a headpiece and just brush it and wear it normally XD, or a bow or a hat. As you have short hair I don't think curls would be a good option.

I really like the shoes! ^^ Even though I can hardly see them XD

Tie some black lace or ribbon around your wrists & neck for a makeshift bracelet/necklace. Cover those hands/wrists, they're too naked.

Also, put on a crapload of eyeliner & mascara to make yourself prettylicious. For your hair, I'd say straightening the hell out of it (use a straightening iron) is never a bad choice.

I thought my arms seemed too bare as well, I just wasn't sure what too do.

It's not too late. The picnic isn't till September.

I was thinking of a necklace, too. But I don't own any that would work. =P
Maybe I can find one next time I go to the mall.

Awww you look absolutely adorable!
I think a headdress/headband/bows would complete your outfit, and perhaps some nice accessories.

Needs more accessories to make it more interesting.
I agree about the hair straightening and ribbon or something in the hair.
Plus fingerless lace gloves might be nice if you find ones that don't clash.

Just remember that the lolita look is pretty much trying to imitate a Victorian doll.
So if you can do spiral curls, do it.
Tie a ribbon in your hair, or try to find a small top hat of some sorts. ^_^
Try to find a choker of some sort too, just try not to make it look too goth.
Try dark, but sweet and innocent. ^_^
Also gloves would be good too.
