tenjo tenge i think its a way of saying heaven and earth. Above sky heaven below sky earth.

Must be from the manga Tenjo Tenge... But I thought the guy looked like what's-his-name-sensei from Naruto...?

Kakashi-sensei from Naruto.

And yeah he does look like Kakashi. I could've mistaken him if not for the diferent eyes.^^
