から always, always, always follows the reason.

You can place the reason after the effect. HOWEVER, から will still follow the reason. And if you are using a single sentence in a piece of writing, you'll construct the sentence REASONからEFFECT. If you write EFFECT, REASONから it is either spoken or informal. It is possible to write "EFFECT。REASONからだ。"

But から always, always, always comes after REASON.

Edit: I will say that in risarisa's case, a native (or one moderately skilled in the language) would understand the sentence (simply because unless the speaker is a god, it can't be raining BECAUSE he is sad), but would also recognize that the speaker's Japanese was pretty terrible.

Edit 2: And yeah, Lucas89, your sentence way up at the top is correct. I do that all the time in informal speech among friends.
