Well, I called them today. I made it clear that I have no experience with Japanese in a business setting, and that I'm still studying Japanese to complete a certificate course. They still want to set up an interview. I did say that I know basic Japanese, and I wasn't lying. If I get the interview I'll let them determine if my proficiency is a match for their job. I still need to brush up my skills though, just to make the best impression.

I won't be involved with the banking side btw, just IT. Thanks for the input folks!

Good! Since they still want to talk after that disclosure they seem to appreciate your awareness of possible variances between your skills and their needs. That will reflect even better on you for bringing it up; not just a matter of honesty, but foresight.
