Quick Question: このように～たり～たりを使ってもいいですか？
 

I know that ～たり～たり is for listing verbs but as this structure also implies など　is is alright to use it without listing any verbs?

e.g. 少し気分がいいときは、下の妹と遊んだりします。

I want to imply that I sometimes do other activities when I am feeling happy, other than playing with my younger sister.

Yes, you can use 「～～たり」 that way. In fact, we probably use it that way more often than the other way.

I also want to make sure that you know what 下の妹 means because your English certainly does not show it. 下の妹 means the youger of your two younger sisters.
