Oh yeah...there was almost no homeless at all 20 years ago, and now it's becoming a problem. Not necessarily because of the numbers... there are no more than any large city in the US... but because it's a "new" problem, and the government moves at a snail's pace.

They have acted like "If we don't do anything long enough, it might go away" which works for 1 out of 50 problems in Japan... but they are optimistic.
