Rotary is generally not a good idea if you HAVE to go to Japan. Rotary picks your country for you out of your top 5-10 list (but they are pretty good at picking it, I haven't seen anyone unhappy with their country after they came back).

Honestly I wouldn't suggest Exchange unless you are into all kinds of different countries (when I went, for example, I didn't care if I got Taiwan, China, Korea, or Japan). Spots for Japan in all programs are getting pretty tight.

I went to Okinawa for a Summer and I'm taking a Gap Year through Rotary to an unknown country :]
