I think Hirosaki located in the Aomori Prefecture in the Tohuku region of Japan is a nice place to live. They also have the famous Hirosaki Castle there.

I agree with Sakesan, Aomori is a nice place to live in, though, "BEST" is purely subjective, so good luck

What about Funabashi?
Seriously, Chiba can be a good place for a foreigner because it's really cheaper than Tokyo, and not so much far.

Also Kawasaki (just below Tokyo) can be also a good choice for people working in Tokyo.
