i don't get it. why not just study law in in Japan? Tokyo U is supposed to be a really good school. My bro wants to go there when he gets out of high school.

Study in your own country and go to Japan after wards. If you are already offered a scholarship from the best university in your country, it is not something you should let go because the one in Japan may not be as reputable.

Don't waste a good opportunity.
