Japanese Working in Japan

My Japanese girlfriend thinks it will be easy to go back to Japan to work in administrative or restaurant positions but I wonder if it will be more difficult even though she now has moderate English skills and some waitressing leadership skills. Has the job environment changed? She is a Saitama woman.

Seems jobs are difficult to get most everywhere, but she could just check out the papers there or whatever to see if jobs are available.

She will have as much a chance as any other Japanese woman going for the job. I don`t see how English ability would help with management or administration in Japan unless she is wanting to go into a tourism related field (hotel, etc). I imagine that experience living abroad and English ability will improve her chances.
Otherwise, just like anyone else applying, I highly doubt she`s just going to be able to hop in and land a management or administrative position. It`s most likely she`ll have to work her way up.
