You can basically just walk in, but they often require you to purchase the book they use in the class. I say free, but most of them charge a minimal fee... Sort of "help us rent the room" level fee. I would consider it free.

What does the japanese culture or japanese people really think of foriegners?

They usually think, what does that foreigner think of Japan and why are they here?

Do you like natto?
Where are you from?
Do you think Japan is beautiful?
Do you speak Japanese?
Do you like nantoka?
Do you know dare dare?
Have you been to Kyoto or Osaka or an onsen?

What is the cultural opinion? Japan is a land for Japanese. Our Japanese-ness, bounds us together as a nation. Foreigners are foreign and while interesting and just as human as us, they are not Japanese. You can live all your life in Japan and be as Japanese as a Japanese, but you are not Japanese. And there is nothing wrong with that, and that is the way it is in most countries all over the world.

The people who really have a hard time understanding this are say Americans. In a country of immigrants, acting like an American and living there makes you American. Acting Japanese and living in Japan unless you are from a Japanese family, makes you a well integrated foreigner living in Japan.

Basically Japanese are very curious about the foreigners living in Japan and treat them with the exact same respect and dignity they treat each other. And whereas if you don't understand the Japanese way of doing this or that, unlike most countries in the world where people flip out and think stupid foreigner. Japanese are often understanding and patient enough to help you out.
