Go to Control Panel, into Date, Time, Language and Regional Options, and then select Regional and Language Options. Go into the Languages tab, at the top, then click Details under 'Text Services and Input Languages'. Under Installed Services, click Add and choose the language you want (Japanese, I guess. lol). To configure settings, click Language Bar under settings
