What do you mean not too good?! Your ability to color skin is great! That is a really nice skin tone. The eyes and hair are also very well done. You could use a little more work on proportions and body structures, but other then that there is no reason to say it isn't good. :)
Photoshop is such a large, detailed program that no matter which version of it you use you can get confused. So you making art look like that on your third time is magnificent !!! :vsign:
Oh and one thing, just a little constructive criticism on my part, but maybe you want to lighten the shadowing that you did? It makes the image look blocky. ^_^
