Japan is a pretty compact country, especially compared to Canada, so you aren't going to see the extreme differences in prices. Your school will have arranged an apartment for you, and that's going to be your biggest expense. My apartment was 60,000 a month, but the school paid half of that.

I have been to Hokkaido, but don't remember it being any more or less expensive than other places. Of course, Hokkaido is a big place, so living in a country town is going to be cheaper than living in Sapporo.

In terms of where you to recommend, it depends on what you are interested in. I like Osaka and I like Kyoto (though they are very different cities). I would recommend Kobe, too.
