Did you actually read the links, or just the first few sentences?
They have not had such things since 1993, when it was ruled illegal.
They do not HAVE them. They HAD it 15 years ago. Illegally. And it created a massive public backlash. Its only alive in rumor currently because people spread false/partial information.
