For Hiroshima the cheapest hotel to stay in that I have found with english speaking staff is Comfort Hotel. I stayed at Sejour Fujita in Funairi-cho and it was cheap but I'm not sure how much cheaper it is than other hotels because I stayed for work and they don't really speak English.
Comfort hotel is located on the street car line and within 5 minutes by foot to Peace Memorial Park. There are a variety of cheap food option in Hiroshima from the convienience store to any number of restaruants that have english menus. For detailed information check out
