If you or anybody else attends a university, become involved in your foreign exchange program. If you school has a Japanese program, become involved with that as well. That is the easiest way to meet people. Even if you are not a student there or a high school student, explore your local universities and see if they have Japanese Clubs or what not. Most of them are open to non-students and even more so with high school students. I know that is how my school's Asian Studies/Japanese club does it (whoring itself to the community). That is a easy way to meet not only people from Japan but from other countries.

Do some research and you may find some stuff in your community.
