If you're in the countryside, then yes, it's quite likely the buses will stop early. Again the municipal office might have information; but the best thing you can do is find a bus schedule to check. If there are no buses, you're looking at shelling out for a taxi cab. They're safe but you might need to book it in advance if it's a long way, and you're looking at spending a lot on it. I used to live in Hirakatashi (halfway between Osaka and Kyoto) and last year it was recommended to carry a spare 10,000 bill in case you got stuck in the city. I mean, that's the kind of fare you're looking at, if it's that kind of distance.
