You can't generalise that. Anyone can bully anyone.
The best way to beat bullying is ignoring, I was always bullied from primary to secondary school. You learn to ignore and really not care what they think and how they treat you because you know that you will never see them again after you leave school. Whats the point in feeling hurt? You've got bigger things to think about, like University.
