They're pretty much just boots out here, people into the rocker fashion, or hosts generally wear them. Here's a couple of mine
I buy mine at Shibuya 109-2 for men, but a lot of stores that have shoes in Tokyo carry shoes like that. Not really sure where else you'd buy them outside of Japan.
