There are few options at that height - hands, feet, most photographic modeling.
I am about the same height and fortunately had small enough feet for shoe modeling and unusually broad shoulders to carry off fur coats in Junior sizes. It was definitely small niche markets!
While there are one or two short women who are successful, runaway modeling is pretty much out of the question.
First and foremost, find a trustworthy and capable photographer, then you can cold call agents once you have a start on a portfolio. But be very careful of anyone who comes to you out of nowhere.
