～～上（じょう） = a more formal and technical way of saying "regarding ~~", "in the aspect of ~~", etc. The ~~ part must always be a
noun.
仕事上の悩み = a worry regarding one's job
経済上の理由 = an economic reason
経験上、この方法は勧められません = Speaking from my experience, I cannot recommend this method.
～～上（うえ）に = "on top of ~~", "in addition to ~~", etc. The ~~ part must be a verb/adjective
phrase. It cannot be a noun.
