This is a bit of a gray zone, or at least confusing zone. AKB48 is not Lolicon. Lolicon is the Lolita Complex, but in modern vernacular is also pornography depicting actresses as young girls (or actual child pornography).

This genre of pornography is called Lolicon, so it is natural to want to call anything depicting girls in skimpy outfits and "Lolicon".

The difference is that you wouldn't care so much if your 12-year-old daughter was into AKB48. However you wouldn't want her watching Lolicon porno. At the same time, you might be freaked out if your 70-year-old grandfather was into AKB48.
