Remember there are a lot of Koreans and Chinese who have lived here for generations but are stilll not considered Japanese. They were born here, they speak, read and write as fluently as any Japanese person and unless you're good at spotting the slight differences in features you would never know they weren't Japanese. Many probably have even taken Japanese names but are still considered for statistics purposes foreigners.
