To tell who Satou is, I have to see the writings around the name. It could be the soldier who was going to the war and it could be one of the people who sent him off. My past experience with these flags tells me that the latter is the case but there could be exceptions.

Unfortunately, I have no idea what kind of association Doukenkai was. The name is in the form of an "acronym" so to speak, so it does not tell what it is.
