There is no signature on the painting so we cannot identify the artist. I can promise you that it is not by one of the giants, I am afraid.

As the writing on top right says, it was probably used as one of the illustrations in the book named 「古今婦人倭風俗」, which roughly translates to "Ancient and Modern Manners and Customs of Japanese Women". The painting's title is 「卯月」, which means "April".

The book was published in 1892.
