By far he most
"American" restaurant I have been to in Tokyo is the main restaurant in the New Sanno Hotel in Hiroo. That is if "American-ness" is very important to you. It is definitely not even among the finer restaurants Tokyo has to offer.
(I mentioned it because there is "Misawa" in your username and thought you might have a U.S. military ID, which is needed to get into New Sanno.)
