Good questions (because these tenses are everyone's weak points).

Both the question and answer need to have います in them, NOT いました. If you use いました, you have already quit studying Japanese.

Q:「今まで(OR もう)どれくらい日本語を勉強し ていますか。」

A:「3年くらい勉強しています。」

Another VERY natural way of saying these :
(In fact, this would be the native speaker's choice.)

Q:「日本語を勉強して(もう)どれくらいになります か。」

A:「(もう)3年くらいになります。」
