If you are looking for an external program, a very good one is NJ Star. It also has an excellent Japanese WP with dictionary inside. Drawback? very expensive

Easy solution. I didn't read any replies, so forgive me if it's been said before, or anything like that for this matter. Just go to regional/language settings and make sure you install the correct UMEs, set your unicode to Japanese.

But if you're using Windows XP like the OP is then you need the Windows CD which the OP said they lost.
