lol That can never mean "water".

三 = Number 3

清 = clean, clear

This is too short for us to tell if it's Japanese or Chinese.

The Three Pure Ones (Chinese: 三清; pinyin: Sānqīng) also translated as the Three Pure Pellucid Ones, the Three Pristine Ones, the Three Clarities, or the Three Purities, are the three highest Taoist deities.

This is probably Chinese. I think it means a period of time in china, like 三清时代. The 清 left side dose have a water symbol, but by it self it means nothing.
