May somebody teach me what is the difference between these two sentences

1. 猫はかわいい

2. 猫っていうのはかわいい

2. Those things called cats are cute.

1. Opinion with no particular emotions/feelings about cats.

2. Emphasis on "cats". Among all animals, the speaker loves cats. Strong emotions implied. Often said with 本当に in front of かわいい.
