In old days. When Ukyo Katayama ran for European F3, he made a debt of 300,000 dollars.
And he that it was recognized ability contracted with a French F3 team. I think the thing which is necessary for them to be a sponsor supporting them. The European team does not easily give a Japanese the seat of the car only by results in Japan.

The driver's budget & sponsors help them to get into the race seats of certain formulae, but surely you need some talent & the place to start, if Japanese, is to race in junior Japanese series
 An Cafe, Vidoll, Versailles, Dir En Grey, Deathgaze, the GazettE, alice nine., UVERworld, Kiryu , YUI, AKB48, Buono!, Berryz Koubou, C-ute, S/mileage, Morning Musume, Zoro, Lolita23Q, Visual Kei, Oshare Kei, J-Rock, J-Pop, Idol groups FTW (≧∀≦)
