Skype most certainly is not banned in Japan. It seems to be the service of choice for foreigners in the country to communicate with friends and family outside Japan.
It is banned in other countries, however, and apparently one of the people who replied to you lives in a country where it is banned.

I'm the person who said that skype is banned in my country i'm not form japan I'm from united Arab Emirates it's banned by the Etisalat I duuno why !!!!!!! Any way thank you for caring I will use Business press speaking as a lesson to know more vocab Thank you  Learning from you life experiance is important lesson to be well person but Not fallen in the same deep valley
