And outside of Tokyo, almost nobody. Japanese people are very big on conformity, fitting in. Most wouldn't even consider dressing like that. There are a few in Tokyo because, at certain times and in a certain place there, dressing like that IS fitting in, so it's ok.

So in other words, the only place you'd probably see anyone dressing in a VK style, or something similar to it, is if visiting Harajuku on a Sunday or something?

Right. I have never seen anyone outside of Harajuku or (the Osaka version) near Osaka Castle dress VK. They were all musicians performing.
