Be patient, Meeow.

But to be honest part of the problem is you are asking a difficult question. Why are you traveling so far if you can't afford the trip?

Japanese hotel rates often change depending on how many guests, so finding something at this rate, less than a month before you leave is going to be very hard.

This place -New Koyo - is supposed to be one of the cheapest in town ( Economy Backpackers Hotel NEW KOYO ) but no idea if you get your own bathroom and toilet (probably not).

These are dirt-cheap capsule-type/makeshift backpacker inns in Tokyo and rest of Japan:

khaosan Tokyo Guest House ::Backpackers Hostel in Tokyo, Kyoto, Fukuoka, Beppu::

And, this place looks like it meets your budget but probably no ensuite bathrooms either:

Rates - toco. | Tokyo Heritage Hostel for Backpackers

This one has a double with ensuite bath/toilet etc:

Asakusa Ryokan & Hostel Toukaisou -- Cheap and traditional Japanese style hostel in Asakusa,Tokyo

I stayed at New Koyo for a while. Its an ok place with small rooms. The location is ok (1 station of Ueno) and you can walk to Asakusa in 20 min or so. You dont get your own toilet but there is a japanese bath downstairs and a few showers (can get crowded in the morning).
There is now curfew as you get a number to enter the door and it is in a quit neigbhorhood. There is also free wifi.
The place is cheap but the rooms are small. The staff speak reasonable english and will be able to answer your questions.
There are about 10 other places like this is the same area but they all run around the same price. I haven´t tried any of them, so i cant give any further advice.
