I think that this would be better
女性は馬で乗船する。
じょせいはうまでじょせんする。
Jousei wa Uma de jousen suru
Jousei is woman/female uma is of course horse and jousen suru is to embark
So “The woman embarks with the horse” is the translation
but if I put a ni between Uma and Jousen it would be “The woman embarks to the horse.”
Be careful with your particles it can change what your saying.

女の人
Onnanohito is a word for "Woman." (literally, "female person") The の particle can be used when you want to modify nouns with other nouns.
Just like:
男の人 means "man" (male person)
男の子 means "boy" (male child)
女の子 means "girl" (female child)
I think ipppoi actually meant to say
女の人は 馬 に 乗っている.
The woman is riding the horse.
乗る - To ride, to get on, etc
