Anyway, I wondered about the 2 cents too when I saw it at first used in internet.
Just to add something. I have heard someone using an amount higher than 2 cents. I have heard people saying "this is my 50 cents" or other, but it was made in a sarcastic way. I have heard people using it when they were giving an opinion based on their wide knowledge and by saying "this is my 50 cents" they meant a sarcastic way to mean "it is not my opinion".
But I am not a native so...as we say in Italy: 青白いイデアがない (I don't have a clue).
