This is another very sweeping question.
Some are some aren't...depends on where you are, a bit... More SE Asian people are moving into Japan as assistants to the elderly, I understand.
To comment on an ealier comment, unless you are going through an exchange program (i.e. and Filipino University) it will be very difficult to enter a Japanese University in two years of study. I have been a student of Japanese for 20 years, and I am sure I could not pass any entrance exam.
