おれ is not a Kansai word at all.

Since you mentioned a year, let me give you two words for clarification.

誕生日 (たんじょうび) = birthday ("year" not included)

生年月日 (せいねんがっぴ) = date of birth ("year" included)

In Japan, we don't use these words interchangeably.
