It's not in the Quran. Some guy just took the variables of a Quran passage (1000 years), added the moon and worked out some bogus equation which happened to come out to being the close to the speed of light.
I mean if the speed of light wasn't already known via other measurements and calculations.. this equation would have no relevance whatsoever.
