No, I do not mean that. It is usually friends and family who create these flags, not the soldiers. I presume it was a group that these people including the guy being sent off belonged to. A larger and clearer pic will reveal the names of these people and possibly some other info.
Again, I have no idea what kind of a group it was. These flags are highly personal and outsiders like us will not always understand everything written on them. I know it was an "association" because there is the kanji for it, 會.
