Fullmetal Panic: Fumoffu! I literally ROFL'd in this series, although it may have been funnier as I was watching it with friends.

From a purely comedic standpoint, I'd say FMP: Fumoffu is one of the best series, however if you like some drama, then I'd also go for Great Teacher Onizuka.

Also of note, as funny as FMP: Fumoffu was, the first season (Fullmetal Panic) and 3rd season (FMP: The Second Raid) were dead serious. Hope there's a 4th one, this is my favourite series of all time.
